I require permission/advice for my inmate's reallocation as psychiatrist/therapist.

Before taking on more criminal interests, Doctor Lecter was a foremost authority in the provision of psychological assistance. Recently, he volunteered himself in this capacity to another resident, apparently free of manipulative impulse.

He wishes to do so on a larger scale on the understanding any sessions are monitored.

I want him rehabilitated. Responsibility will assist with this and high intelligence will self-reinforce the futility of seeking death in this environment.

I get that. Honestly, I do. But I'm a doctor first and a warden second. I'm not putting other people at risk because you want to get him out of here faster. I don't know you or him. I don't know if I can trust either of you, or what your skills are or what you'd deem as okay for him to do that I'd be less than okay with. Until that changes, I can't in good conscience allow him to have a position of authority over someone's psychological well being, especially given what an unstable environment this boat is for people in the first place.

What would best serve to change your mind?

I don't know. First off, I'd like to talk with him, and ideally anyone he's close to here, and I'd like a little more information into why he's here and what actual, tangible progress he's made.

Plus, I'd like to know more about you and what makes you sure he'd be a suitable candidate for it, his past experience in the field aside. Just because he was good at it before he got here doesn't mean he was actually good at it.

Doctor Lecter has shown a great deal more progress under my protective guidance than was exhibited during his native world's incarceration. A meeting, however, can be arranged. You may have full or partial access to his history on file, should he desire it.

I am a T-X series Terminator. Infiltration and intelligence-gathering number amongst my primary functions. Extensive files on human psychology, enable me to act in a therapist-related capacity for inmates assigned to me, as well as advanced techniques for conflict resolution.

Are you actually able to relate and understand what your inmates are going through, or are you just assuming you do because you have a book on it?

How is that possible? I'd be lying if I said artificial intelligence and robotics were a specialty.

There's a great deal of collected data gathered on human dynamics, relationships and mental stability/instability.

It was very advantageous.

I wouldn't have been able to succeed in my missions without it.

There's a difference about studying something and actually understanding it.

Understand:
To gain thorough familiarity.
To perceive or assign a meaning.
To perceive significance, implications or importance.
To regard something as having been firmly communicated.

Just because you can define it doesn't mean you get it. Can you love people? Do you care about things beyond what you've been programmed to do?

Emotional attachments lead to bias.

So, in your unbiased judgment, it's worth taking the risk of your inmate messing with someone else because he hasn't been cured of his old habits, so that you can get off this ship faster?

This is why all sessions would be constantly monitored for deviation and psychological manipulation.

And you would be able to tell, and people he'd counsel would actually agree to having their sessions monitored?

If this is something I decide is best for everyone, which for the record, I'm still pretty damn sure isn't gonna happen any time soon, I'd like to monitor sessions since I actually have a degree in psychology.
